Ability to enter omnipresent whitelisted/blacklisted hosts

Hosts from the preset lists of blocked hosts are omnipresent, i.e. they are seen by all scopes. Sometimes you just want to specify your own omnipresent whitelisted or blacklisted hosts which can be seen by all scopes.

So have two textarea fields in the Rule manager where to user can enter his own set of omnipresent hosts. Not intended for huge lists of course.
