Adds a new Known Limitations entry documenting a SONiC defect where traffic can be black-holed after a host IP change within an L3VNI VPC subnet, including symptoms and a workaround (static DHCP leases). This expands the existing “Known Limitations” documentation set for operational awareness.

I think we should document once we agree how we will deal with this on 26.03
Also, should we have a public facing issue on fabric for this under?:
